I'm calling them PMs, but...
You have an inbox and a sentbox. Each is separate and has its own, individual capacity (and limit). Sending PMs fills your sentbox. Receiving PMs fills your inbox.
Depending on how flooded your inbox/sentbox is, it may take 'a few' deletions until sending/receiving is unlocked again.
